GACW RULES

In the territory of the province of Buenos Aires, during the month of June of 1977 we constitute the Argentine Group of CW or Argentine Group of Radiotelegraphs, identified with letters GACW, by means of the concurrence of LU1DZ, LU2DFX and LU6EF.

With this accomplishment it is tried to fill an immense emptiness in the aspirations of the Morse lovers , who during many years have lacked a suitable representation by the lack of an organization that represents them and from which they had to face the lack of understanding of his rights and reclamations.

The norms on which the operation of the group has been directed are the following ones:

Type of Organization : Grouping.

Definition : Movement of ideas, to establishing an opinion in all the radio hams, sustained in codes of ethics, sportsmanlike and solidarity, become attached to the true spirit of the Amateur Radio Service of the UIT.

Basic objectives :

1 - Foundation of a front represents the thought of the Morse lovers independently of any institution or organization in activity.

2 - Defense of the rights that correspond to us.

3 - Organization of an international competition.

4 - Publication of a bulletin dedicated to the DX and technical information for CW operators.

Operation : It was made on the base of a triunvirate (Standing Committe), whose members will be denominated coordinators, each one of which will exert a proportional representation. The decisions will be taken by simple majority, once all of them are in knowledge of the subject that corresponds.

Treatment : The treatment of the subjects will be of executive character, not being necessary the physical presence of the coordinators in a same site for the adoption of the decisions. The use of the radio and/or telephony, messages, etc. will be average sufficient to guarantee the consequence of the objectives.

Members : All those radio hams and/or SWLs that give fulfillment to the required formalities will be denominated Adherent Members.

Adhesion : The Argentine radio hams will have to fill the form of Adhesion to this end, with their signature, the one that will have to be sent by mail.

Cyber Adhesion : Members Cyber DX and/or Cyber Clubs is for all those radio hams and/or radioclubs, groups, etc. that are outside the national territory and which they send his membership form by Internet.

Appointments : The coordinators will be able to delegate the tasks that consider necessary to third members of the GACW, those that will be denominated Delegates and/or Secretaries and will such fulfill their objectives with patterns of ethics and conduct. These appointments could be of transitory character and/or permanent according to the task.

This original rules and guide lines for the operation of the GACW, were adopted in opportunity of its foundation in the city of Longchamps, Pcia. of Buenos Aires, 1st. of June of 1977. Modifications introduced throughout its operation, following the procedure of proportional representation and by unanimous voting of the respective coordinators.

At the present time they are his coordinators: Héctor Ombroni LU6UO, Carlos Guillermo Vahnovan LW1EXU Arnoldo J. Corda LU7EE.

Throughout the history of the group, also they evolved Raúl M. Díaz LU6EF, Alberto U. Silva, LU1DZ, Carlos Rodriguez, LU2DFX, Juan C. Giaquinta, LU1AF and LU7XP Jorge F. Vrsalovich until his silent key-

Institutional Message

We are only a Movement of Ideas with the intention of creating an opinion current, that means that we are not a club nor we try to be it to risk such of having problems of resources and organization.

We worked on the base of three coordinators (Standing Committe), those that have subscribed a conduct code and ethics which we must respect in all our actions and the economy, that this generally in bankruptcy, is governed by the mutual control and on the base of the good faith.

From this form, some benefits like the management are obtained and absolute guarantee of consequence with the foundation objectives of the group, also has some disadvantages like to always support on shoulders a load without being able to act with too much freedom or to appear like absolutist by the system of operation, but we are a guide, a form to act so that a way is marked, is not the only nor the most efficient one, but it is the one that we create and it works enough or with total growth and diffusion of our objectives.

In addition the coordinators have designated responsibilities of by himself, LU6EF transmit the 80 meters bulletins and is the QSL manager, LU7EE is in charge of the Internet and printed Bulletin and LU6UO carries out complementary tasks as some local relations, but the three are the one who expose the visible face with different shades, those of their personalities.

Also they were coordinating Alberto U. Silva LU1DZ, Carlos A. Rodriguez ex - LU2DFX who participates in the foundation of the group, Juan C. Giaquinta LU1AF and Jorge F. Vrsalovich LU7XP (SK). Raul, LU6EF is the only coordinator who stayed from the first day of June of 1977 of uninterrupted way.

In order to improve the work, Delegates, those exist that are designated of conformity to the same code of conduct and ethics, are like their own heads on some aspect of the activity that they always propose and develop with much freedom, within the track that is marked to them, everything what it happens with the only objective of the communal property and solidarity to them, if can receive some resource and but are fixed you assuming their own expenses.

Our members are not exclusively telegraphers, nor they are either all the telegraphers of the country, since approximately 35/40% of the morse lovers are not members of the group for different personal reasons, wish their independence, do not agree, does not like, prefer not to mix themselves, etc.

Really, the group is within each one of us, printed through our actions, the one of the members to which they like to feel part of the idea and also of those who is not it but acts equal and with similar objectives.
